Vision

The policy of Noolpuzha Grama Panchayat is to transform the Panchayat Office into a fully online, citizen-friendly institution by implementing a Total Quality Management System and ensuring speedy delivery of high-quality online services and development projects in a transparent and time-bound manner. The Panchayat aims to achieve complete public satisfaction, ensure all-round development, periodically review quality objectives, and continuously improve service standards.

Mission

  • The Panchayat will complete 90% of its plan implementation activities before March 15, 2026.
  • As part of accelerating Panchayat revenue collection, 100% collection of all taxes will be achieved before March 10, 2026.
  • For welfare pension applications received with all required documents from February 1, 2026 onwards, action and decisions will be completed within 15 days.
  • With the objective of transforming the Panchayat into a complaint-free Panchayat, public complaints will be addressed in a timely manner. Complaints that cannot be resolved at the Secretary level will be submitted before the Complaint Redressal Committee for settlement.
  • As part of ensuring good governance, a Good Governance Meeting will be convened every month under the chairmanship of the Honorable Vice President.
  • In K-Smart applications related to numbering and permits, if all required documents are complete and error-free, certificates will be issued within 10 days from the year 2026 onwards.
  • By March 31, 2026, 50% of property tax collection will be achieved through the special portal and EPOS system.
  • If all required documents are properly submitted for various license applications, licenses will be issued within 7 days from April 1, 2026 onwards.
  • For marriage registration applications submitted with complete documents, certificates will be issued on the same day of registration at the office. Birth and death registration certificates will be issued within 3 days.
  • As part of making Panchayat services more citizen-friendly, special priority will be given to services for differently-abled persons, women, children, and senior citizens.
  • Since the Panchayat has a large SC/ST population, ST promoters will be provided K-Smart training to ensure online access to Panchayat services for the public and to transform the Panchayat into a fully digital Panchayat.
  • All records of the Grama Panchayat will be preserved in digital format and the Panchayat will be transformed into a digital Panchayat. By following Green Protocol guidelines, the office and its surroundings will be made more environmentally friendly.
